For the Gods, peering into a city is not particularly difficult. As long as there is a single Believer within that city, they can use the Divine Perspective to observe the surrounding area with the Believer as the focal point. For the Internet God, this is even easier.

The Divine Perspective is a power unique to godhood. While a god can manifest countless avatars, there is only one primary consciousness. Glancing at a city occasionally is manageable, but maintaining a prolonged watch is impossible. The cost in Source Essence is one factor; the sheer mental exertion is another.
