How had the thief managed to dig into the walls without facing the Rules’ punishment?

"Take a closer look. See if you can find any clues," Xu Xin said, nodding toward the holes.

Ji Yan stepped forward and reached out to touch the bleeding gaps.

The moment his fingers made contact, his expression twisted in alarm.
